TWO laughing teenagers from Walsall were caught illegally dumping a huge bag of waste – just inches away from a hidden camera.

Brazen John Herbert and McCawley Arrowsmith, both 19, even tied a rope from the bulging bag of rubble and soil to a sign-post which read ‘no tipping’. The jobless teens, who both live on Well Lane in Blakenhall, also dumped a large tree root along with the bag when they stopped their truck on Canalside Close on October 26…
